Are there special permissions required by a user in order to be an AdminCC?
I am unable to locate anything on the wiki or in the archives indicating such,
but I have a user with no ACLs whom has been added as an AdminCC to a
queue but is not receiving any notifications. (And no, WatchAsAdminCC ain’t
the solution :-P)
