AdminCC not working for reply

Perl 5.8.1
RT 3.0.6
PostgreSQL 7.3.something

Preliminary

 RT_SiteConfig.pm has:  Set($NotifyActor, 1);

 'jblaine' is an AdminCC for the entire queue 'RCF'

Problem

 I create a ticket via email from my personal email address
 (jblaine@kickflop.net).

 As 'jblaine', I reply to the ticket via the Web UI, at work.

 Back at my personal email account, I see the reply.

 At my work account, where I am an AdminCC Watcher of the
 entire queue, I never see email generated from my reply.

Any ideas anyone?

I did in fact restart it yesterday, but was doing quite a few things
at once trying to solve this problem… looks like I stepped on my
own feet perhaps because restarting it today seems to have solved
the problem.
