Access to a Ticket? How?

Recently I post a bug(?) report about the defect POST method in RT2 (see
http://lists.fsck.com/pipermail/rt-users/2002-November/010883.html for
details) and I found a bug with a similary topic “1699 (2.0.14, fastcgi)
query string ignored in POST requests” on page
"http://fsck.com/rt2/Ticket/Display.html?id=1699". And my question is, how
can I look at this ticket without a developer account? Can somebody mail
me this page, I’m very interessested in it.
