A user that can 'take', but not 'steal'

(RT 3.0.8)

I’m trying to create a “group” that I can put people into
if I want them to be able to “take” a ticket but not “steal”

I’ve created a group called “Group2”, and then I went into RT
Configuration → Queues → { selected the queue } → Group Rights
Under “User defined groups” I saw “Group2” listed and I added these bits:
CommentOnTicket
CreateTicket
DeleteTicket
OwnTicket
ReplyToTicket
SeeQueue
ShowTicket
ShowTicketComments
TakeTicket

I did not add “StealTicket”. However, “Steal” still appears in the
“Reply | Steal | Comment | Extract Article” bar.

Any ideas?

An acl check probably needs to be added to he UI. Does the

In the UI (in tabs) there is just a check of someone has own rights, if a ticket is onowned, the link take is shown, else the link steal is shown.
While you make that change, what about to change also that only one who has reply or comment rights can repy or comment, how it is now, one with modify rights can reply or comment, you already made a change that you need delete rights to delete a ticket, not just modify.
