3.0.4 missins speedy cgi support file

The make update (and make install) of RT 3.0.4 misses installing the
mason_handler.scgi script which provides the speedy cgi support.

Otherwise, it appears to be just fine on FreeBSD 4.8 with PostgreSQL
7.3.3 and Perl 5.8.0.
