Even yet still more ACL refactoring.
The new application that’s being built on top of RT which uses RT’s ACL
system can now actually register ACLs with RT and get back ACL
decisions. This is a major step forward.
Also, the SelectOwner bug a few people saw has been fixed. (A side
benefit of the fix is that the list of possible owners for a ticket
should now be a good deal faster, especially on large systems. (We went
from O(n) SQL queries to populate that list to 1 query)
