I have rt-3.0.6.
How can I change languages?

Set your browser to accept your preferred language in preference
to English. RT should notice and start talking that language.

You can also cripple RT into talking only one language by
fiddling the LexiconLanguages in RT_SiteConfig.pm.

Or upgrade to RT 3.0.7, which lets you set it from your preferences,
too.
