Version of RT that works with RT-Extension-MandatorySubject-0.01

Hi,

I had a look in the documentation but couldn’t easily find which version
of RT this extension works with.

V0.02 and V0.03 state they require RT 3.8.3 at least.

I am still running RT-3.6.7.

The callback used wasn’t added until 3.8.1
