Unowned tickets on "at a glance" page not updating

We’re having an issue in which the “X newest unowned tickets” section on the at a glance page does not update. But if you click on the heading it shows them all and it’s doing this for all users except the root user. Anyone have a fix for this? Anyone ever even seen this problem before?

Well I’ve found out a bit more about my problem but still no idea how to solve it. What appears to be happening is that in the X newest unowned tickets it’s counting tickets that the user does not have permission to see. Is there anyway to limit the search to tickets only in queues that the user has permissions on?
