Setting SLA details

Where in RT (3.8.14) or RTIR (2.6.1) can I set the SLA parameters, i.e.,
prime time, out of hours, reduced service etc?

SLA in rtir 2.6 is very limitted. Release candidate of rtir that works with
rt 4 drops SLA implementation and encourage to use SLA extension. You can
take a look at documentation in the repository that describes it in more
details.

For what you can do in 2.6.1, check your RTIR_Config.pm
