In the RTFM docs it says install HTML::Format as one of the required
modules for RTFM. Since RTFM is working I assume we have it but I ran
cpan> install HTML::Format and it didn’t find it, nor could I find it
via search.cpan.org

There is no HTML::Format module per se. There are a bunch of
HTML::FormatFoo modules that make up the HTML-Format distribution.
