RT3 vs. RedHat

I’m trying to test rt-3-0-5pre4 on a Redhat 7.3 box
with postgres 7.3 and all updates done via rpm or CPAN
and web access gives:
Unsupported conversion: Invalid argument at
/usr/lib/perl5/site_perl/5.6.1/Encode/compat/common.pm line 115.

Is this a bug in this particular RT version or is it time
to upgrade my RedHat release? I’d really like to avoid compiling
special versions of perl/mod_perl/apache if possible because
it makes the machine difficult to maintain. Will RT3 work
better with RH9?
