Rt2 -> rt3 template migration

Is there a smooth way to migrate templates from rt2 to rt3? The
export/import appears to have missed them.

Perhaps this is by design?

It is by design. and it should have been documented. it now is. (in the
next migration tool release.) We can’t guarantee that we’ll do a
passable job of the migration, so we don’t want to lull users into
believing that it “just happened”. Sorry for the lack of documentation.
