Rt2->rt3 doesn't preserve queue watchers

One thing I noticed a while back but forgot to mention is that the
migration script doesn’t appear to be successfully preserving watchers for
me.

A cursory examination of the script suggests that it should. Anyone else
seeing this?

John

I checked with my own copy of RT and you’re right, watchers are gone here
too.
