RT2 - Are users meant to be able to seee the conf menu?

Heya.

Not sure if I’ve set something up wrong or not, but any staff member is able to see the configuration menu when they log in… They
are also able to look at quite alot of stuff in there that really they should be able to??

RT’s ACL system should keep them from seeing any data that they
shouldn’t. But the config menus are where users can do things like explore their
