RT 3.8.1: ForwardMessage and unprivileged users

Although the ForwardMessage permission can be granted to unprivileged
users, and the “Forward” links will appear on transactions as expected,
the UI doesn’t support the operation and they are redirected to the
SelfService home page.

Looks like there should be a Forward.html template in
share/html/SelfService, but I’m not sure what the original intention was.

I suspect nobody envisioned allowing unprivileged users to forward
messages. A patch would work.
