  The acl infrastructure got a bit more complicated under the hood
  so that ACL checks could become brain-dead simple. (In short,
  all ACLs now apply to groups. there's extra unrolling under the hood
  to make the right groups happen for per-user ACLs.

* There's now an API function to answer the question "which users have
  the right 'Foo' for object "Bar". 

* Personal groups exist.

new string extractions so that translators can translate dates into
