Queue Watcher doesn't receive email

Hi
this is probably trivial but I cannot make it work.
We’re using RT 3.0.8 and I’ve set up a user as a queue watcher (CC and AdminCC).
I excpected that when a new ticket is enterend then that queue watcher would get an email.
Please help.
