Queue could not be loaded

I just rolled our test server to RT 3.6.0 and am getting
this error whenever a ticket is created using the New Ticket button in
the upper right hand corner. The error in my logs is the following:

WebRT: Queue could not be loaded. ()
(/opt/rt3/share/html/Elements/Error:76)

        I have searched the archives and see references to this

error, but no solutions. I am running Apache 2.0.58 and mod_perl 2.0.2
any thought on this error?
