The RT manual description of priority states:
By setting a final priority you can make a ticket’s priority increase or
decrease
as its due date draws closer.
I have not observed this behaviour.
Is there something which needs to be done to make this happen, or is it not
built in?
Do I need to write my own sql script/cron job to make it happen?

This is answered in the mailing list archives – I know, because I asked
the question last month.
It doesn’t happen automatically; you need to set up a cron job using
bin/rt-crontool.
