Please test this patch against 2-0-11

It is only against SelectRights, in the
/usr/local/rt2/WebRT/html/Admin/Elements directory.

It does the following, and works for me:

  1. s/New rights/Available rights/
  2. the rights in the available box should not include the rights in the
    current list.
  3. if the current rights list is empty, do not print “(Check box to revoke
    right)”
  4. if the current rights list is empty, print “(no rights assigned)”
