Have all filesystems re-mounted successfully following the reboot?
Have you checked you can write to the directory as the RT user outside of
RT?
Are you using NFS perhaps?

yes, i know, all the permissions are exactly the same as they were before
the reboot.
let me repeat the scenario.
RT is working
reboot server
RT gives error
