There are some edge cases in rights handling that don’t make
sense, but no one has taken the time to make the UI keep
them from being selected.

You mean the role Owner can have the right of OwnTicket not assigned,
rather than denied, don’t you? I assumed this was by design because a
user must have that right before they can become an Owner. In every
install I have done, the OwnTicket right is assigned to a group on a
per-queue basis.
