Using rt2 it seems that when an item is assigned to a user, they do not
get email notification. We could fix this by using an OnTransaction
condition, but that results in two messages being sent to the owner when a
reply is added.
It seems that an OnAssign event might be needed: to send a notification
to both old & new owners.
Is there another way to do this?
