On a group or maybe all groups I would like to have RT mail a mailing
list every time a new ticket is created to prompt people to check it
out. Can someone point me in the direction of how to do this? I’ve
checked the manuals but have found some sections unwritten.
Actually, I’d like RT to mail comments and changes to the list too,
(instead of to people individually) is there a simple method of doing
this?

RT isn’t a mailing list manager. For that, you should check out mailman at
http://www.list.org, or other MLM’s.
Once you create a mailing list, you should just make the address of the
mailling list to be a user (w/ AdminCC) and use the OnCreate, OnComment,
etc… scrips to mail the notification to the mailing list user.
