No 'new' on RT::Handle

I’m getting this error from make initialize-database

Can’t locate object method “new” via package “RT::Handle” at
//home/rt/rt3/sbin/rt-setup-database line 68.

I looked at rt-setup-database and there are comments referencing a BEGIN
block, but I don’t see it. Is it a missing BEGIN or an old comment?

From what I can guess, when RT::Handle is loaded and $RT::DatabaseType
isn’t defined yet?

Or if $RT::DatabaseType is bogus. What’s the value it’s set to?
