Installation question: "Could not load a valid user"

I just installed RT for the first time.

When I send an email to RT, it comes back as:

RT could not load a valid user, and RT’s configuration does not allow
for the creation of a new user for your email.

Is there some initial configuration I need to do that I’ve missed?

You either have to give ‘Everyone’ create ticket access on that queue, or
