Global Group Rights: first entry always selected?

Hi Request Trackers,

here’s another one: When changing global group rights (and
in similar dialogs as well) there is always the first entry
in every list preselected … this is quite annoying, as
Submit always acts as it should: It grants the (first) right
selected … maybe this is an Opera phenomenon, but it
shouldn’t happen anyway …

Ideas?

Maybe we should add a non-existant value as the first right in the list,
kind of like “Hold down CTRL to select multiple values” (or something
shorter), and never assign that right, just as a workaround around the
browser issue, since it wouldn’t break any other browsers?

What browser is the bug in? I’m not really comfortable working around the
design deficiencies and flaws in a dozen “fringe” browsers.

I checked out the W3C Recommendation… RT isn’t currently doing the
right thing. It will fixed.

17.6.1 Pre-selected options

      Zero or more choices may be pre-selected for the user. User agents should determine which choices are pre-selected as follows:

If no OPTION element has the selected attribute set, user agent behavior for choosing which option is initially selected is undefined. Note. Since existing implementations handle this case differently, the current specification differs from RFC 1866 ([RFC1866] section 8.1.3), which states:

  The initial state has the first option selected, unless a 
SELECTED attribute is present on any of the <OPTION> elements.

Since user agent behavior differs, authors should ensure that each menu
