Forced "time worked"?

Is there a way to force the entry of a time worked when replying or
commenting on a ticket? Management here likes to see “minutes worked” and
our current system won’t let you submit the ticket until you have put
something (even if zero) into the time worked field.

Is it possible to deny ticket updates if the user does not supply a value?
