Field validation ignored unless user is privileged?

I’m running into a situation where field validation settings are
ignored unless a ticket submitter is a privileged user. Specifically,
if I set a field to be mandatory, and a privileged user tries to
create a ticket, whilst leaving that field empty, the system will
refuse to save the ticket. However, if a non-privileged user tries to
submit a ticket, with said field left empty, the system will let it
through no problem. The system also doesn’t display the red
"mandatory" text to non-privileged users.

What am I doing wrong?

I’ve continued to dig into this issue and have not been successful. I
did, however, find someone else asking the same question, and also
receiving zero response, from back in August.

I’m starting to think this is actually a bug in RT. Is this true?
Does anyone know anything about this issue?
