ExtUtils-MakeMaker-6.58

I am having a strange problem with ExtUtils-MakeMaker-6.58 while trying to
update to rt-4.0.1
Seems like my perl installation is messed up somewhere.
ExtUtils-MakeMaker-6.58 always gets stuck at test 1/20 and I have to kill
it, which messes everything else.
Is there a way out??

This module required to install other modules. Probably some module needs
newer version, but it can be lower version, for example 6.53, not 6.58. As
workaround you can try lower version. Download it manually from CPAN and
try. Also, report bug via rt.cpan.org.
