If you make 7-July-2000 your due date, when you get to work
at 8:30, WebRT reports that you are already -8 hrs late
with the task.
The due date includes midnight as the time.
(1) It should default to some reasonable end of business time
like 17:30 or 18:00.
(2) It might be configurable
(3) In general, WebRT might benefit from having queue specific
date, time, and project calendar data available somehow.
