If a requestor CCs someone on the original mail, they are not copied
onto the ticket as CC: so they are never notified of with any
correspondance…is this a permissions problem? or is it not programmed
that way?

Configuration item “$ParseNewMessageForTicketCcs”. Read carefully
the warnings accompanying it in RT_Config.pm.
