Disabled queues accept tickets

RT 3.0.10.

From what I gather, Disabled queues are not supposed to accept new
tickets. However, using rt-mailgate, tickets are allowed.

I could patch the mail interface to fix this but I think the right
answer lies mired in the ACL code somewhere… After all, I can
create new tickets using the web interface too, provided I know the
queue number.
