Custom fields not being displayed - RT3

In RT v3, I created several (global) custom fields. When a non-privileged
user logs in and creates a new ticket, the custom fields are not being
displayed. They are also not displayed when the user displays the
information about an existing ticket. You can see the custom fields if
you’re logged in as a privileged user. How do I get it to display the
custom fields for the non-privileged users?
