Custom fields for users

How do user custom fields work? I have used transaction and ticket
custom fields successfully, but I can’t seem to figure out user
custom fields. I created a custom field, and checked “Users” for
"Applies to," but it doesn’t seem to show up anywhere. I would assume
it would be in the “Custom Fields” box for a user, but that box is
empty.

I don’t believe it’s a permissions issue, as I made myself a
superuser to test this. I’m using RT 3.4.1.

You need to go to

Configuration > Global > Custom Fields > Users

and then select the custom field.
