Change Invalid User Create Bounce Message?

Hi, I am working on a queue that only certain people can open tickets in. I was wondering two things about this:

* How can I change the 'RT could not load a valid user, and RT's configuration does not allow for the creation of a new user for this email' message? I want it to tell the person that this is a closed queue, and that they should speak with their manager in order to open a ticket in the queue.
* How can I make it so that it doesn't email the administrators of the system whenever someone tries to open a ticket without proper access in that queue?

Thanks for any help you can provide.

IMHO this text you could change only by hacking RT.

IMHO this is configurable option, if not then it lives in RT::Interface::Email*

Thanks for any help you can provide.
