Cc not send onCreate

rt 3.0.9-2 on debian
exim 3.36

my global scrips Imported from RT 2.0
On Comment Notify Other Recipients as Comment with template Correspondence
with this scrip and the system group rights:
Everyone
CreateTicket, ReplyToTicket, Watch
i can cc/bcc to everyone

now i want run this scrip:
On Create Notify Other Recipients as Comment with template Correspondence
but it dosn’t work properly
In the Ticket History is the cc/bcc correct

but it was never sent to this address as i saw in exim mainlog

i also this in config Set($ParseNewMessageForTicketCcs , 1); didn’t help

Other recipients - I call it ‘one time recipients’. It’s actual only for
comment/correspond forms.
You’re looking for 'Ccs’and ‘AdminCcs’.
