Bin/rt command line equivalent for RT3?

maybe this is a question already answered on the list :-//

How can I do this:

bin/rt --id=XXXX --status=open --comment --source tmpfile --noedit

on rt3 ? Is the an equivalent to do it via rt-mailgate --url ??
