Patch for
/share/html/REST/1.0/Forms/ticket/default
against 3.6.3.
This patch passes through core API errors to the REST error reporting on
ticket creation. This is needed to allow error reporting when things
like validation/mandatory custom fields are moved into the core API. In
the REST interface, most error catching has been done in the REST code
but if some errors are caught in the core API, they need to be passed
back up so that there are visible.
