Attachments OnOwnerChange

Attachments don’t get passed to the owner of ticket when we assign the
ticket. Attachments are passed on all other correspondence using default
onCorrespond scrip and Correspond template. Basic workflow is --> new
ticket in queue --> assign an owner, type, and due date. That fires global
scrip OnOwnerChangeNotifyOwner which uses template OwnerChange (below). I
figure I’m missing something easy form the template and appreciate any
